After Brainstorming on the requirement, the Salesforce Administrator decided to attempt the following steps;
1) Create a New User profile called “Reporting Analyst” that can view the following objects; Leads, Account, Contact, Opportunity, Quote, Tour date and Payment Instalment Objects.
2) Enable “Create Report”, “Create Dashboard” in New Profile to enable New User build reports but they cannot view Setup like all other End Users.
3) Assign the Role “COO” to the reporting analyst to allow New User to View all Data in CRM.
